The ones who become God are ones who have been previously chosen and managed to succeed their trial to become God. To answer the Hosts question, when Host died, host saved a child who later led the world host was previously in to peace, host's act was witnessed and judged proper by the system. Host has now been given the trial to become the one and only supreme in the Naruto World, If host succeeds host can become the next God and do whatever host pleases]
