”My injures from my battle with First Hokage Hashirama were too severe. I currently have little power. I am little more than a shell of my former self.” Rafi said as he looked at Oonoki through the mask.

”So this plan of yours, is it to restore your former power?” Shee asked Rafi.

”Hmm, you could suppose so. But, it is more than that.”

”What are you scheming?!” Mifune asked him fiercely.

”...” Rafi raised one finger upward as he looked at each of them.

”All shall become one with me! And result in a complete possession form that unite all.”

”Become one...Unite all...What do you mean?!” Oonoki looked sharply to Rafi.

”Well, there is a stone tablet written by Sage of Six-Paths himself that is passed down in Uchiha clan. The stone tablet can't be read without ocular powers. As Sharingan, Mangekyo Sharingan and Rinnegan respectively reveal more knowledge progressively.”

”Sage of Six-Paths, eh...Your tale is becoming more fantastical.” Oonoki snided Rafi.

”That is the truth. That man did indeed exist. And he left that stone tablet behind.”

”You bastard! What has the Sage of Six-Paths to do with your plan, eh?!” Raikage shouted as he felt annoyed with Rafi.

”Do you know why he came to be a legendary figure that is revered like a God of Shinobi? That is where the link between that man and my purpose lies.”

”Uchiha Madara, you possess Mangekyo Sharingan and your fellow Akatsuki possess Rinnegan. You know all the secrets don't you.” Terumi Mei stated.

”Let us hear them then.” Oonoki revealed an intrigued expression as he floated down to other Kages.

”...well, it is a long story...” Rafi then proceeded to tell them about Sage of Six-Paths and Ten-Tails. The moon that was Ten-Tails husk and nine tailed beast that were actually parts of Ten-Tails chakra. His plan of becoming Ten-Tails jinchūriki and what he would do after he got that power. Ultimately, he would casted Infinite Tsukuyomi through the moon, thus created a peaceful world like he stated before.

”That is my Eye of the Moon Plan.” Rafi concluded calmly.

”It is insane!! I will not hand the world over to you!” A was shocked after hearing about Ten-Tails's power and Infinite Tsukuyomi.

”Peace that exists only as illusion, will just be...only illusion. Peace is only meaningful when it is achieved for real.” Gaara said after concluded that Rafi's peace was only a false peace.

”And what does exist inside such genjutsu world?! There are no hopes! no dreams! It is only an escape!” Terumi Mei said with aggressive stance.

”Infinite Tsukuyomi...ultimately, your peace is only an illusion, 'Uchiha Madara'! You can't achieve your goal just by using an illusion.” Tsunade said as she looked deeply to his mask.

”Unite the world, eh...But your plan is more of you wanting to make the world yours and yours only, rather than truly uniting the world.” Oonoki said.

”Heh, and what have you all accomplished, Kages? You of all people should know better that...There is no hope! To hope is equivalent to giving up...and is the biggest deception of all.

So, hand over the remaining Eight-Tails and Nine-Tails, or this is a War.” Rafi said fearlessly as he looked at all Kages, including the shocked Tsunade.

””War...?!!””

”We will protect, Naruto!” Tsunade said fiercely. 'What the heck is he thinking?!! He first revived them and then declare a war to all of us?!! No matter what, I can't give Naruto to him.' She tought as she looked at a masked Rafi furiously. Meanwhile, Hiashi looked shocked at a sudden turn of event. He even had engaged Hinata with him before, but now he threatened all the Kages there with War. He worried that the Hyūga clan would be pulled to his War.

”I will not hand over Uzumaki Naruto.” Gaara said as he looked at Rafi firmly.

”Nor will I.” Terumi Mei nodded to Gaara's words.

”What about you Raikage?” Oonoki looked at A as he said.

”Of course, I won't hand over my little brother!” A replied fiercely upon Oonoki's question.

”I may have not much strength now, but I do have the powers of the seven Bijuus I have collected before. You have no chance of winning.” Rafi calmly stated.

”Neither will we abandon our hope.” Gara replied as he looked firmly to Rafi.

”Very well, then I hereby declare War on you all...The Fourth Great Shinobi War.” Rafi declared it stately.

”The Fourth Great Shinobi War...?”

”You can't mean that?!”

”?!!”

”I never say such a thing in jest. We will meet again on the battlefield.” Rafi said as he began to teleported away, leaving the stunned Kages there.

”Well...What now?” Oonoki said as he looked at each of other Kages.

”Form the Allied Shinobi Force. It is the only way we can counter the power of seven Bijuus.” Gaara suggested.

”Lord Raikage, how about you?” Mei asked A as he seemed a bit opposed to the idea before.

”I can't stand his absurd idea! We form an Allied Shinobi Force and wipe the Akatsuki out in one blow!” A said fiercely.

”...Agreed.” Tsunade was silent at first as she was thinking Rafi's real purpose. Because, his declaration of war was contradictory with his mission of clan's restoration. Besides, if he really wanted to wage war, he shouldn't revived 'them' as it would only made him more difficult to win the war. She couldn't helped thinking that this war was more than his explanation just then. She had a feeling that 'they' should had a glimpse of his plan beforehand, as they seemed to evade the reason for their revival. Looking at a pensive-looking Hiashi beside her, she couldn't helped to think about Rafi war's declaration and Hinata's engagement with him, as she felt a trouble ahead later.
