He is selected because they are ordinary citizens who are committed to the military. Yes, he still doesn't have any soul-beasts on contract- Jomel has previously practiced with human weapons, etc.

And the agreement requires them to tame the two-soul beasts with the assistance of humanity's troops.

People who are ordinary or beyond the military and want to tame a soul-beast are more likely to lose, which wastes their initiative and time.
