Vampires increase their population by giving their own blood to members of other races Humans, in order to transform them into Vampires.

Perhaps, for this reason, those who become Vampires experience a decline in their s.e.x.u.a.l desire, which is replaced by a desire to suck blood. However, it does not disappear completely, so Dhampirs (Vampire/other race) are seen from time to time.

The same is said for Devils. The 72 Devils are the strongest and most powerful but their descendants are nothing compared to them. Not just in strength but ability too.

Its similar to Tenchi and Rikuo. Theoretically, Rikuo should be easily stronger than Tenchi and have a similar power rivaling his Noblessese but Rikuo hasn't mastered his powers yet.

Tenchi has learned the 2nd ability of being king, the Same with wielding the Tenseiga. But Rikuo...he has a long way to go.
