After coming to Alchemy City, Lex had discovered that Alchemy City had nearly become a county already, and the total amount of land under its control was almost on par with Bitter Water Prefecture already. Furthermore, at sea, the city also controlled three large islands and dozens of smaller ones. Plus, the waters within a one thousand mile radius were also in the hands of Alchemy City.
