Three: Those with tribal relations had to satisfy at least one of the following criteria—their family had to have fought for the Commonwealth in war for more than twenty years; for the last twenty years they had to have been formally recognized for their achievements, retired or inconvenienced due to war injuries, or possess a formal record of solo trade travel in the Federation

Furthermore, the Commonwealth did not care about the repetition of surnames. As long as one was willing, they could utilize any name they wanted. Even if there were a thousand Srius (silver) or ten thousand Gordons (gold), it would be legally allowed.
