After her normal talks with them about the infrastructure development, tax rebate and preferential policy she can enjoy if she invest in developing Gotham, she did something unexpected and surprised everyone.

Firstly, she released a burst of EMP wave which negated all the surveillance object or electronic device in the room except for the lights.

This way she didn't have to worry about being eavesdropped. She felt someone was watching her throughout her stay in Gotham. She discarded it as something which the resident Hero Batman did in order to keep track of everything.

The next meeting is a private one involving Hugo and her, hence she acted this way.

Secondly, Hugo hypnotized the good mayor into sleep and prevent Sharp from hearing them.

The EMP wave didn't affect the nano to much but it has made the image fragmented.

In that video she revealed her true identity, it was confirmed Dr. Hugo is also afflicted with the League of Shadows and finally her dėsɨrė to meet him has increased considerably after her talks with Sharp.

In this secret talks, she took the precious intel which cannot be passed on to her through others. This intel include the council of owls, their guards and something related with Solomon Grundy.

Her final question was his opinion about him, aka Thomas Allens.

Hugo didn't hide anything, and regaled everything he has done so far.

For average people, it might seem like a young boy drunk in his family power and showing his strength by killing Roman Sionis, aka Black Mask.

But, both Hugo and Talia found how he wished to cause upheaval in Gotham and use the support from Wayne to create a foothold for himself in Gotham.

Killing Roman might be an extreme step on Thomas part, but his decisive nature in dealing with his foes made the players of the Game of Gotham vigilant around him and take note of this young and Inexperienced but genius scientist and businessman.

Talia was always curious about him since his inventions brought about the first failure of her personal force, Leviathan.

Her main reason for coming to Gotham was to meet him face to face abd find whether he will be an obstacle in the path of Shadows or a helper.

This made Thomas afraid and he has half a mind about not attending the party and creates a random excuse for himself.

But he cannot do that, especially not when his girlfriend is coming to meet him and will attend the party as his date under his mother's request, cough, command.

With no way to escape her, he was prepared to face the heir of greatest ȧssassin alive and spend time with his hot girlfriend.

But before the encounter, he must prepare himself. This reminded him that he hasn't seen what Merlin has left for his successor or if there is any improvement in his skills.
