While the borders are under control, Henan has been struck with a flood and the refugees had moved up north. This official believes we should find a place to settle them.”

The army cannot be without a commander for too long. Your Majesty must appoint a new commander first before it is too late. As for the candidate, I believe the second-in-command is a good choice. The reason why he couldn't see them despite the size of the room is because the recliner was placed in a blind spot from where he was. However, by moving slightly he could see something, but the screen only showed him a vague silhouette.
