The solution to the problem is to improve the purity of the alcohol, modify the engine nozzle, increase the amount of alcohol sprayed, and make the alcohol combustion heat the same as gasoline. Historically, island countries lacked fuel, but the Soviet Union did not lack it. But now, the real dilemma has forced the Soviet Union to change its thinking and find alternatives.
