While it's not hard to make this compass, the crystal that is required to make it, is sparingly low.

Since he can get a hold of the compass, Shi Zhen thought it wouldn't be a far fetch to assume that the Imperial Guardian have one or two Locator Compass. It was most likely that Xueyu was given one by the Imperial Guardian, a fragment from the Imperial Guardian own Locator Compass, that would explain how Zhou Yun found them so fast.
